CHAPTER ONE

INTRODUCTION

1.1     Background of the Study 

Conflict is the state of disagreement or misunderstanding, resulting from the actual or perceived dissent of needs, beliefs, resources and relationship between the members of the organization.

Firstly, the traditional school believes that all conflicts are harmful and so must be avoided. The human relations school agrees that conflict is natural and inevitable outcome in any organization. And lastly, the interactions should believe that conflict  is not only a positive force in any group but that it is absolutely  necessary for a group to perform effectively what this suggests is that  the seeming absence of conflict in any organization is as deceptive as  it is indicative of a serious communication problem. In most cases, this absence of conflict suggests a repressive work environment, agreeing the presence of interpersonal conflict in an organization is healthy. Since they are a natural product of hierarchical tensions and necessary part of the process of human interaction and behaviour.  We are thus induced to say that conflict is a necessary remedy for organizational growth. As this may be thus paper focuses on the impact of organizational conflicts: causes, effect and remedies. The research adopted from the Ministry of Culture and Tourism as its case study. 

1.2     STATEMENT OF THE PROBLEM 

It has been observed that the staff of many organizations, including Ministry of Culture and Tourism use team efforts as a means of achieving productivity. This was reflected in the manner in which most of them inter-related with one another. As a result, the public were not adequately taken care of. Therefore, based on the above, could it be possible that issues such as scarce resources, task relationships etc. would constitute sources of conflict. Could measures like mediation, arbitration, etc. be effective management, measures for the conflicts resolution?  How important then is conflict management to organizational effectiveness in Akwa Ibom State Ministries? This is the issue this study is set to address. 

1.3     OBJECTIVES OF THE STUDY 

This study aims at: 

(a)    Identifying the major sources of conflict in Nigerian organization.

(b)    Identifying measures used in managing conflict in the Ministry of Culture and Tourism in Akwa Ibom State. 

(c)    Showing the relationship between conflict management and organizational effectiveness. 

(d)    To identifying the effects of conflicts in organizations. 

(e)    Recommending meaningful solutions for conflicts management problems in Nigeria organizations.

1.4     SIGNIFICANCE OF THE STUDY 

In some organizations, management spent a considerable time that could have been used productively resolve conflict such as practice affects management.  Therefore, the findings of this study will offer suggestion, on steps and method of conflicts management, within a reasonable time. It will also generate findings that will provide managers of Ministries, Research Workers, Students, as well as the general public on the importance of managing conflict properly with an organization.  Furthermore, it will serve as future references materials to those who would like to carry out study in similar area. 

1.5     RESEARCH QUESTIONS/HYPOTHESIS 

The following are the hypothesis generated for this study stated in the null form; 

  1. Do scare resources a major source of conflicts in organization?
  2. Can scare resources as a major source of conflicts negatively affect organizational effectiveness?
  3. Are there acceptable measures used in conflict management in your organization?
  4. Can organizational conflict bring about quality decision-making?

HYOTHESIS

Ho: There is no significant relationship between conflicts management and organizational effectiveness.

Ho: The effect of conflicts in an organization cannot affect productivity.

Hi: The effect of conflict in an organization can affect productivity.

1.6     SCOPE AND LIMITATION OF THE STUDY

The study is based on the impact of organization conflicts in Ministries. The study investigates into the sources of conflict. It also seeks to identity the measures used for proper conflict management as well as determining the impacts of organizational conflicts.  However, this investigation will be restricted to the Ministry or Culture and Tourism, Akwa Ibom State. 

The department and the general administration of the ministry will be locus point of the study. Every information derived from departments will represent the views and the happenings in that organization. The main constraint of the study was the delay on the part of respondents in attending to the items in questionnaire which kind of reduced the rate of work progress. 

1.7     DEFINITION OF TERMS 

CONFLICTS: This is a process of confrontation and opposition that can occur between either individuals, groups, is an inevitable feature of organizational life.

ORGANIZATIONAL CONFLICTS: The struggle that arises when the goal directed behaviour of one person or group blocks the goal directed behaviour of another person or a group.

CRISES: The system threaten an organization reputation, profitability or seriously threaten an organization reputation, profitability or survival.
